Chuck
Baker
President of ParSell Development Corp, Chuck founded ParSell in 1998, leaving the Postal
Service after 12+ years of service. While with the Postal Service, Chuck served as a Real
Estate Specialist Senior, where his duties included, Leasing & Contract negotiations
with Lessors, Developers and Contractors, Site Selections for both New Construction Leased
and Owned, Ad valorem Tax challenges, sub-leasing and disposal of excess Postal property.
He was also the Manager of Architectural Barriers Compliance Program at
Postal Headquarters in Washington, D.C., where he was responsible for the retrofit of
15,000 facilities, with a $136,000,000 budget. As a technical advisor to the Postmaster
General and the Facilities Vice President, architects, engineers, lawyers, and
construction contractors he advised the USPS on all Handicap issues. Chuck was the Postal
Services liaison between USPS, Congress, the US Architectural and Transportation
Barriers Compliance Board (federal agency for accessibility regulations), and individuals.
Chuck has over 30 years experience in the field of real estate. A former Certified
Appraiser, he established commercial, residential, and industrial land values for
city/county reevaluation programs for taxes, held Board of Adjustment hearings, and
defended values though sales and market data. He has qualified as an expert witness.
Bob Wilkes
Vice President of ParSell Development Corp, Bob retired as the Manager of Real Estate for
the USPS Facilities Office in Atlanta, GA, on January 3, 2000.
As a Contracting Officer, Bob was responsible for reviewing, approving and excepting
contracts with builders and developers, signing leases, tax reimbursements, lease
amendments, accepting New Leased facilities, and dispute resolution. With 30 years of USPS
experience, he is an authority on all Postal Service real estate matters.
Bob developed several real estate and contract training courses that
are still part of the USPS continuing education requirements for real estate specialists
and contract technicians. As an instructor, he presented examples of his first hand
experience and accumulated knowledge as well as textbook teachings. Because of his
knowledge and presentations to field staff in Facility Service Offices (FSOs) throughout
the nation, Bob knows most of the Postal Real Estate Specialists.
Respected and highly regarded for his fairness and dedication, Mr. Wilkes has been a
trusted source for the Postal Service to assist in dispute resolution. Now Bob provides
his knowledge and talents (abilities) to the private sector.
Larry
Blanchard
Legal Advisor, retired from the USPS Legal Councils office in Atlanta, GA on
December 3, 1999, with 18+ years of service. He handled all real estate legal matters
(acquisition and leasing), transportation claims, and personal injury claims for the
Postal Service from 1980-99. Mr. Blanchard has successfully litigated on behalf of the
Postal Service on various real estate issues and knows how to maximize this knowledge when
representing a client. He has drafted and modified lease clauses and is an expert at
interpreting and rewriting Postal lease language.
His law degree is from University of Memphis School of Law and he has a
B.S. (math major - physics minor) with studies in pre-engineering and post-undergrad
meteorology.
Larry served one year in Thailand/Vietnam (1969-70); and retired from the Air Force in
February 1994, with the rank of Lt. Colonel. Larry received many commendations and medals
and has provided over 31 years of federal service..
Jean Baker
VP Sales and Marketing for ParSell Development Corp, Jean was a former Real Estate
Specialist for the Postal Service for 5 years. She left the Postal Service at the
beginning of 2000 to assist Chuck Baker. In addition to her knowledge of Postal real
estate, leasing and contract negotiations, Jean assisted with the development of the
classroom seminar to train employees in evaluating and recommending development of new
facilities for the new retail store projects.
Jean is a former teacher, with extensive skills in public relations. With a Masters degree
in education, she taught high school and college for 11 years. Jean is a certified
arbitrator by the Better Business Bureau and a Notary Public. In Washington, D.C., Jean
served as a Legislative Director for three Members of Congress in the House of
Representatives for 10 years and lobbied Congress and the Executive Department for the
National Taxpayers Union.
