legitimate claim due to the action or inaction of the Postal Service. A Dispute, if
handled properly, will often times be resolved to the satisfaction of all parties without

The Board Of Contract Appeals for the Postal Service is the governing body that rules on a
Claim or Dispute. However, the local Facilities Contracting Officer can resolve a Claim at
the lower level before it reaches a more involved and expensive process. In either case,
knowledge is the key to most successful negotiations.
