Mr. Wilkes retired after 36 1/2 years of
federal service on January 3, 2000. Over 32 of those years of government service were
dedicated to the Postal Service. He is now employed as the Vice President of ParSell
Development Company, specializing in site analysis, acquisition and consultation relative
to Postal Service issues, problems and solutions.
Mr. Wilkes began his postal career in
Newtown, CT as a clerk/carrier. After receiving his BS Degree in Accounting in 1974, began
his postal real estate career which included leasing, disposals, new construction,
throughout the mid west and eastern US.
As the Manager of Real Estate, Bob was
responsible for all phases of USPS real estate and contract administration. His duties
included review and approval of all leases and agreements between USPS and Lessors.
As Contracting Officer, Mr. Wilkes was
involved in dispute resolution among contractors, Lessors, third parties and the Postal
Service, issuing "Contracting Officer Decisions" based upon his knowledge of
Postal Policy, Regulations and Federal Law.
Bob developed several real estate and
contract training courses that are still part of the USPS continuing education
requirements for real estate specialists and contract technicians. As an instructor, he
presented examples of his first hand experience and accumulated knowledge as well as
textbook teachings. Because of his knowledge and presentations to field staff in Facility
Service Offices (FSOs) throughout the nation, Bob knows almost all of the Postal Real
Estate Specialists, nationwide.
Over the years, Mr. Wilkes has received
training in over 50 courses dealing with appraisal, commercial leasing, relocation,
management, environmental and legal issues, GSA out-leasing, tax management, property
management, negotiating techniques, capital investment analysis, site selection,
procurement, new leased construction, team building, mentoring, community relations, etc.
Respected and highly regarded for his
fairness and dedication, Mr. Wilkes has been a trusted source for the Postal Service to
assist in dispute resolution. Now Bob provides his knowledge and talents (abilities) to
the private sector.
