ParSell locates potential sites, provides accurate construction costs, current rental rate information and management services for post office New Construction Lease (NCL) development. As consultants for Lessors and Developers, ParSell helps resolve real estate issues between the Lessor and the Postal Service pertaining to rental rates, maintenance resonsibility, repairs/alterations and lease negotiations.

United States Postal Service 1986 - 1998

Real Estate Specialist, Senior 1986 -1992; 1996 -1998

Managed approximately 400 facilities throughout Florida. Negotiated leases, provided income and rental data, developed amendments, conducted site selections. Represented USPS at municipal hearings and zoning boards. Disposed of USPS real estate; located, sublet and sold leasehold interests. Ad Valorem tax expert. Developed and implemented a property tax program, resulting in hundreds of thousands of dollars in saving; for the USPS, withstanding several court challenges. Qualified as an expert witness.

Program Director Facility Accessibility Washington, DC 1992-1996

· Developed, implemented, and managed an aggressive nationwide program to make postal facilities accessible. Over 13,000 facilities surved, designed, or constructed within eighteen months. Analyzed data concerning facility locations, accessibility improvements; costs; developed corrective action plans, outlining budgetary and personnel needs. Developed a national budget by district. Managed $134 million budget.

· Technical adviser to Postmaster General, Facilities Vice President, USPS architects, engineers, lawyers, and construction contractors. Liason for USPS, with Congress, the US Architectural and Transportation Barriers Compliance Board (agency for accessibility regulations), advocacy groups, and individuals.

Real Estate Appraiser and Property Tax Consultant Tampa, FL 1983 - 1986

Appraised residential, multi-complex residential, commercial, and industrial properties, and vacant land. Analyzed income, expense and market data for use in appraisals and valuation studies. Represented and defended commercial property owners at Board of Adjustment tax hearings and in circuit court proceedings in an effort to reduce assessments/taxes: achieved a 96% success rate. Qualified expect witness.

Real Estate Appraiser, Property Appraiser Hillsborough County, Tampa, FL 1978 – 1983

Analyzed residential and commercial sales. Developed a fair market values database for tax purposes. Categorized commercial properties for assessments. Developed construction cost schedules based on local market conditions. Directed a county-wide taxable value program, including over 200,000 residential, commercial and industrial properties. Defended assessed valuations at local hearings. Federal and circuit court qualified expert witness.

Appraiser/Marketing Director General Appraisal Corporation Cincinnati, OH 1974 – 1978

Established commercial, residential, and industrial land values for city/county tax reevaluation programs. Held Board of Adjustment hearings, and defended values though sales and market data. Prepared, presented, and successfully marketed proposals to county officials for consideration in mass reevaluation.
